Dear readers!

Allow me the opportunity to advance an idea up to my already busy since 1959. I lived then in the immediate Further the MW transmitter Rias Berlin and was out of the coal in the kitchen listening to the radio. With the Ofenklappe I regulated the volume.

The explanation for this was the high power (even with the 40 W light bulbs were burning) and coal dust in the furnace. Here, the coal dust, the RF signals into audible signals NF.

To what extent is the world today (pulsed) microwaves in conjunction with, for example Components of an active volcano, and also rising sea salts arrives, has not yet been explored. I assume that by electromagnetic waves, sea salts is converted into chlorine gas and so harms the ozone layer. That I had in 1988 and also demonstrated (in the excerpt) published on my homepage.

The world-wide need for information (mobile telephones and Sateliten TV), our security needs (military equipment) and our orientation need (government inspection department), created a global network at transmitting plants only in the last 20 years, which radiates electromagnetic waves in the Gigahertz-Bereich in enormous extent into the atmosphere. Until before 20 years there were only temperature innocuous very high frequencies and short waves. We generally call gigahertz waves microwaves. Transmitters, mobile phones and computer processors actually work in the same frequency range as the microwave oven in the kitchen. In use and achievement they differ. In the effect not at all.

Each microwave brings all molecules with a dipole character (main liquids) to swinging, whereby these warm up. The more achievement, the faster and more warmly. „“Our kitchen technology supports „the scientific proof “for it daily.

The achievement of the entire global communication technology is not sufficient, in order to bring us all to cooking, but there is practically no more microwave-free area on this earth. The radiation consists of pure energy, which hurries with speed of light by area and atmosphere and works so long thermally, as it is measurable. Billion oscillations per second let each water particle in air along-swing inevitably and warm up. The entire atmosphere contains more waters than oxygen and heats up thus by microwaves. The momentary energy quantity is quite enough for a heating up around 2 - 3 degrees Celsius.

Since there are no more microwave-free areas, no more temperature can be measured without its influence. The microwave influence is however - due to the described effect - largest with high air humidity.

Thus the temperature in an artificial atmosphere must be compared with high air humidity and the actual environment. Long-term measurements of Karl-Heinz Sander (Baunatal) prove the acceptance that under permanent microwave influence the temperature in the atmosphere rises, because in the artificial, damper atmosphere he always measured a higher temperature than in the actual ambient temperature. The fact that with equal high humidity both atmospheres had also the same temperature occupies the acceptance. When all measurements with different humidity the results of measurement deviated however up to 3 degrees Celsius from each other. Also when measurements with other media, by microwaves (steel wool) was the same remarkablenesses is influenceable to be observed.

The temperature differences depend much on the location and on differences in height. In altitudes over 400m the object temperature (artificial atmosphere) lies by 3 degree over the outside temperature. In higher situations the propagation of the microwaves takes place more unhindered than for example in valleys. 

When measurements before 20 years, when television and mobile telephone did not work yet in the Gigahertz-Bereich and/or still no surface covering was reached, these differences were by the way higher than today. This observation confirms the theory. In no case the temperature in the artificial atmosphere was lower than in the ambient air. Series of measurements over days, hours and even year occupy higher temperature differences with remarkable humidity differences and smaller with humidity equality.

The process of the temperature is interesting circles with consideration of the increase of microwave users in this connection.

Development of the microwave use

Until 1987 was gigahertz waves only in the military and civilian radar far common. Significant effects could be recognized up to then in direct proximity to transmitting plants.

The scientists are itself as far as possible united that the global heating up is a fact. It takes place already, and it is not a natural occurence, but the result of our acting. The signs are overwhelming and do not leave themselves to not denials.

We experience already changes. Glaciers melt, plants and animals from their territories are driven out, and the number of heavy storms and dry periods increases.

GERMAN EXPERIENCE OF IMPROVING ENERGY EFFICIENCY

PUBLIC AWARENESS THROUGH PUBLIC-PRIVATE PARTNERSHIPS

The proposed research is focused on the energy efficiency public awareness campaigns in Germany. The core objective of the project is to find practical solutions and develop recommendations based on German and European experience that can lead to an increase in the energy efficiency awareness and stimulate innovation and sustainable growth in this field. Russia is now facing a number of challenges in creating, implementing and reviewing its energy efficiency policies, which cannot be addressed without application of European, and particularly German, best practices. These challenges are related to adopting appropriate institutional and procedural arrangements, creating awareness and encouraging responsible behavior on the national level, securing regional, national and international collaboration, prioritizing and concretizing actions, formulating a coherent vision and agreeing on a path for long-term development.

Russia can save 45 percent of its total primary energy consumption[1]. Russia’s current energy inefficiency is equal to the annual primary energy consumption of France. Achieving Russia’s full energy efficiency potential would cost a total of $320 billion to the economy and result in annual costs savings to investors and end users of about $80 billion, paying back in just four years. Benefits to the total economy are much higher: $120-150 billion per annum of energy cost savings and additional earnings from gas exports[2]. Russia would require investments of over $1 trillion to construct energy supply facilities to generate the same amount of energy while energy efficiency can achieve the same effect at a third of the cost.[3]  Not only will this contribute to addressing the challenge of climate change, but it will significantly improve Russia’s international image and help Russia to reemerge as a leader in addressing global environmental issues.[4] 

[1] Energy efficiency will allow Russia to: Lower budget expenditures: $3-5 billion can be saved annually from federal and local budgets by eliminating the inefficient use of energy; Maintain competitiveness: As rising tariffs diminish the world’s largest energy subsidy ($40 billion in 2008), profits of industrial enterprises will decrease by at least 15 percent. Energy efficiency will allow companies to maintain competitiveness; Increase oil and gas export earnings: Russia’s energy intensity has a cost of $84-112 billion per year in terms of foregone export revenues; Reduce environmental costs: By ignoring the consequences of emissions caused by its energy intensity, Russia sacrifices the health and welfare of its citizens and roughly $10 billion per year in direct economic benefit from selling CO2 emissions reduction units.

[2] By realizing its energy efficiency potential Russia can save: 240 billion cubic meters of natural gas, 340 billion kWh of electricity, 89 million tons of coal, and 43 million tons of crude oil and equivalents in the form of refined petroleum products.

However Russia faces a number of obstacles. First of all, Russian general public and Russian policymakers have not yet fully embraced the concept of energy efficiency. As evidence of this fact, there exists no coordinated, defined national energy efficiency strategy or policy, nor any dedicated authority responsible for improving energy efficiency. International experience has shown clearly that, in the absence of any concerted national policy and clear political leadership at the highest level, energy efficiency measures are unlikely to enjoy much widespread success. Russia has shown some intent to make energy efficiency more of a priority, but these efforts have been scattered and without any clear path to implementation. The government has issued a law on energy saving (Federal Law No. 28), included energy efficiency in its energy strategy, and established a Federal Targeted Program on Energy Efficiency (Federal Target Program “Energy Efficient Economy” for 2002-2005, with prospects to extend to 2010). The Federal Law and energy strategy are largely declarative. The Federal Targeted Program focused its funding primarily on the oil, gas and nuclear sectors. In addition, as a result of administrative reforms energy efficiency has largely been omitted from the responsibilities of the federal government. The absence of a cohesive, enforceable strategy for improving energy efficiency in Russia may not be the root cause of energy inefficiency in Russia, but it is the most important issue to address in order to initiate and demonstrate the government’s commitment to energy efficiency.

Current federal and regional legislation on energy efficiency is largely declarative and does not address key barriers such as lack of information and insufficient access to long term funding. Measures to remove these barriers and stimulate uptake of financially viable energy efficiency projects are essential to realizing Russia’s energy efficiency potential and avoiding the consequences of continued high-energy intensity at higher tariffs. Thus strong leadership is required to enable energy efficiency investment. Achieving greater energy efficiency requires that many individual decision makers gain comfort in investing their capital in projects to use energy more rationally. A strong government role can provide that comfort by removing barriers, establishing clear conditions and standards, and supplying critical information. By creating a “pro-energy efficiency” business environment, the government can catalyze significant investment flows.

Evidence of a lack of appreciation for energy efficiency can be seen in the culture, values, and social norms of all regions and across social groups in Russia. Russian industry managers and business owners consistently underestimate the energy savings potential of prospective energy efficiency investments. Roughly half of Russia’s potential energy savings can already be achieved through financially viable investments. Yet even financially viable investments have slow uptake. For example, in the manufacturing sector, 80 percent of energy efficiency potential is financially attractive, but a very few companies take advantage of all those opportunities.

It is clear, that people need motivation and leadership to change their cultural perspective and daily habits. Energy consumption is a passive and invisible process. Most consumers only interact with the costs of their energy usage, and implicitly, the benefits of their energy savings, when they pay their monthly utility bills. As such, consumers tend not to associate their behavior (i.e. their energy consumption) with its relevant costs on a daily basis. Resistance to energy efficient actions is also still high in business and public environment. Many companies are hesitant to adopt practices unless they are generally accepted in their respective business community and many professionals are reluctant to promote energy efficiency projects without support of company leaders. 

[3] The forecast shortfall of natural gas production (35-100 bcm by 2010) and potential gap in additional electrical generation capacity (~20,000 MW) can be compensated by energy resources released through increased efficiency (240 bcm of gas and ~43,000 MW of electricity capacity. 

[4] Russia’s energy efficiency potential translates into a CO2 emissions reduction of 793 million tons of CO2 equivalent per year (about half of 2007 emissions). If its energy efficiency potential was to be fully realized, Russian CO2 emissions in 2030 would be approximately 20 percent below the 1990 level.

Russian society has yet to reach its energy efficiency “tipping point”. People are more likely to follow the lead of those around them. Even when an action, like the adoption of energy efficient measures, has proven personal utility, studies have shown that individuals are more likely to act similarly if they know their neighbors and peers are doing it as well. However, in Russia there is not yet a critical majority that accepts and appreciates the value and benefits of energy efficiency. As a result, the majority of individuals, companies, investors, and public officials are not willing to take the risk of investing time, money, and will power in energy efficiency initiatives. This, however, is doubly harmful to energy efficiency, as the lack of initiative at the individual level creates a society-wide standstill in which there is no consensus that something needs to be done about the issue.

A general lack of awareness about energy efficiency among businesses and consumers is one of the greatest obstacles to investments in energy efficiency in Russia and throughout the world. This lack of awareness lies at the root of many of the behavioral obstacles described above. Industry professionals and individual consumers alike lack the knowledge required to find and invest in energy efficiency. Russian banks lack sufficient knowledge of energy efficiency investments to offer financing for such projects. As noted in previous sections, former President and current Prime Minister Vladimir Putin has indicated that under Russia’s leadership of the G8, the summit will prioritize the topic of energy efficiency. He has also clearly indicated the need to increase energy tariffs for regulated services (electricity, gas, and heating) to full cost-recovery levels. Since his inauguration, President Medvedev has also made several public statements identifying Russia’s inefficient use of energy, and the associated economic and ecological consequences. If such high level leadership is translated into policy, the policy implemented as law, and the laws implemented in the form of funding or enforceable regulations, Russia may well be able to effectively reduce its energy intensity. Concerted and coordinated action will be required on the part of Russian policymakers if Russia is to achieve its energy savings potential. Experience from European countries like Germany  have, in particular, shown the importance of political will and coordinated action in creating a national ethos geared toward energy saving.

Individual households, companies, and public organizations need to be equipped with the knowhow and provided the expertise to carry out energy efficiency investments. In addition, information dissemination can raise general public awareness and acceptance of energy efficiency practices as necessary and socially beneficial decisions. Information dissemination campaigns can come in multiple forms, but need to be tailored to the end-user in order to be effective. Such campaigns can include: advertising campaigns on energy efficiency, energy labeling of appliances and equipment, advice on equipment and behavioral practices, education at schools, and interactive expert advice through audits. Whether or not the government is directly involved in the information dissemination, such campaigns are often funded with government support.

Thus, the main research questions are:

a)       What kind of public policy tools provide the best incentives for energy efficiency? 

b)       What determines the efficiency of the public policy communication process?

c)       How to find the right balance between different interest groups?

d)       How to make the economic effects of environmental protection more transparent for decision-makers and the public?

In order to get answers to these questions, the research will be structured in three main directions of analysis: analysis of policy concepts and road maps, analysis of institutional structures, analysis of internal and external communication mechanisms. The following methodology for collecting data will be used: expert interviews, expert seminars, content-analysis of official documents, analysis of official publications, participant observations.

The expected results of the project include: a number of publications and presentations with analytical reviews; a university study course syllabus; a set of recommendations for decision-makers in the legislative and executive branches of the Russian government, as well as for Russian think-tanks, non-governmental organizations and private enterprises; expert seminar that will bring together experts from both German and Russian regional and national institutions.

There are several reasons for conducting the project in Germany. German initiatives for energy efficiency are very valuable for Russian experts and politicians[5]. First of all, energy efficiency is an issue of current importance in Germany and the EU but it is not yet developed in Russia. I am especially interested in examining experience of DENA (German Energy Agency) in developing private-public partnerships for supporting national, regional and local energy efficiency campaigns.[6]

 Secondly, the practical German experience in establishing and promoting the energy efficiency strategy and public awareness campaigns is very useful for Russia. The chance to obtain access to some of these primary sources and analytical conclusions can substantially enrich my research and expertise. Thirdly, the opportunity to contact German experts and scholars working on the problems of energy efficiency awareness improvement. Finally, it is desirable to look at the work of German public authorities responsible for the promotion of energy efficiency and to study the strategies they use to improve public awareness and the accountability to the public and people's motivation to participate. Germany is also known as a country where the government tries to strike a balance between various interest groups and between federal and sub-federal levels. These are important areas of expertise that Russia can acquire from Germany.

While staying in Germany for 12 months, the activities listed below will greatly assist me in conducting the proposed project. Firstly, the opportunity to examine the performance of state institutions in Berlin and German regions for one year is indispensable for finding practical solutions and recommendations that can strengthen the development and implementation mechanisms of the energy efficiency policy development in Russia. Secondly, I am planning to cooperate closely with the academic community of Germany. Access to leading research centers in Germany dealing with problems of public governance and energy efficient economy would also assist me in conducting the proposed project. I would like to be involved in seminars and conferences on the problems of energy efficiency and to organize presentations and discussions on Russian energy efficiency policy.

This project is important for achieving my professional goals. My future career goal is to become a leading public awareness expert at the Russian Federal Agency on Energy Efficiency that is planned to be founded in 2011. I have already gained practical experience in advising regional governments and leading corporations on energy efficiency campaigns. Since the beginning of 2008 I have been working at the International Finance Corporation (World Bank Group) specializing on developing and implementation of Russian regional and corporate energy-efficiency improvement strategies. Project results will be used to provide senior Russian policymakers with a comprehensive and practical analysis of energy efficiency awareness best practices and potential, benefits, and recommendations on how to fully tap into this resource. My previous experience of cooperation with the Administration of Nizhniy Novgorod and Kamchatka regions shows that results of my projects will be helpful for improving their energy-efficiency policies. 

[5] On behalf of the Federal Government, the Federal Ministry of Economics and Technology (BMWi) issued a national Energy Efficiency Action Plan in November 2007 line with the 2006 EU Directive on energy services and energy end-use efficiency. The plan sums up the results of the national energy summits, the energy efficiency actions of the Integrated Energy and Climate Change Programme and underpins the aims of the Coalition Agreement by reviewing the present energy efficiency policy and proposing and/or amending additional 32 energy efficiency measures covering all sectors. 

[6] As of the end of 2007, the Initiative EnergieEffizienz is supported by DENA, who has also the project lead, and the energy companies EnBW, E.ON, RWE and Vattenfall Europe, and is sponsored by BMWi.

The proposed project will also contribute to the development of academic scholarship in Russia. There are not enough Russian scholars who devote their work to the problem of energy efficiency and sustainable development. The results of the proposed project will form the basis for publications in academic journals and for presentations for students, political leaders and general public. I am going to use the results of the project to design a new university course that I am planning to teach directly at the Moscow State University. Besides direct teaching, I am also interested in organisation of cross-regional conferences and public lectures, where scholars from several regions can bring their combined findings to the attention of social activists, local political and party leaders, and all others who are interested in them.
